Using data published by the FBI, AdvisorSmith examined crime statistics from Ohio to find the safest cities and communities in the state. We used the levels of reported crimes, which include burglary, rape, robbery, assault, motor vehicle theft, larceny, and murder, to calculate a crime score in each city. This crime score reflects the overall level of crime in a city, which is adjusted for crime severity and population. The average crime score in Ohio was 38, while the range of scores spanned a low of 2 up to a high of 355.
In this study, we examined three categories of cities in Ohio, with cities grouped according to their population sizes. Cities with populations exceeding 50,000 residents were categorized as large cities. Midsize cities had between 10,000 and 50,000 residents, and small cities had populations below 10,000. Overall, we studied 473 cities in the state of Ohio, which included 284 small cities, 171 midsize cities, and 18 large cities.

Safest Large Cities in Ohio
We examined 18 large cities in Ohio that had populations exceeding 50,000 residents. The average crime score in these large cities was 84, with the lowest score being 17 and the highest score being 183.
The safest large city in Ohio was Elyria, a western suburb in the Cleveland metropolitan area. With a population of approximately 55,000 residents, Elyria is a residential, bedroom community for Cleveland. The city is host to several major corporations, including Invacare and Ridge Tool Company. Health care and education are other major employers in the city.
Cleveland, located on the southern shore of Lake Erie, was the large city in Ohio with the highest crime rate. Cleveland is a city with a history of major manufacturing enterprises, and the city also has numerous major cultural institutions. Today, the city has a diversified economy that includes financial services, health care, and the arts.

Safest Midsize Cities in Ohio

Methodology
We studied the safest small, midsize, and large cities in Ohio using data from the Uniform Crime Reporting Data Set. Cities, municipalities, and law enforcement agencies use Return A to report the levels of reported crimes in their communities to the Federal Bureau of Investigation. This report includes counts of reported crimes in cities and jurisdictions across the country. In the state of Ohio, we studied the reported crime levels in 473 cities across the state.
In order to compare cities of comparable size, we sorted Ohio cities into one of three population buckets. Small cities with less than 10,000 residents were compared with one another, while midsize cities were those with between 10,000 and 50,000 residents. Large cities were considered separately—these cities had populations exceeding 50,000.
Cities that reported fewer than two months of data out of the calendar year were excluded from this study to avoid skewing the results based on a single month’s reported data. Additionally, for cities that reported fewer than 12 full months of data, we adjusted their crime levels to reflect a proportionate full year’s equivalent of crime.
We assigned a weighting to each of the types of crimes reported in the data set, which included rape, murder, robbery, assault, larceny, burglary, and motor vehicle theft. The weighting was based upon the severity of the crimes, with more serious crimes receiving a higher weighting. We then calculated the weighted crime levels in each city and scaled the crime levels by each city’s population to create a crime score for each city. The cities were then ranked by their crime scores within their population cohorts to determine the safest cities in Ohio.
